ENABLE PEOPLE TO WALK To achieve the objectives of the fund, a priority should be to ENABLE PEOPLE TO WALK to central Oxted rather than drive. Most of our existing PAVEMENTS ARE currently DANGEROUS for the elderly and parents with small children and NEED URGENT IMPROVEMENT The pavements from Limpsfield and Hurst Green and in Oxted itself are currently either too narrow or the camber/condition is unsuitable for people with walking aids, wheelchairs, mobility scooters and child buggies. Once the existing pavements have been made servicable, further funding is needed to create new footpaths with lighting to link residential areas to the shops. TDC's Local Plan identified that Oxted has an ageing population - we must act now to make it safe for people to walk. ENABLE PEOPLE TO CYCLE As a regular cyclist, I can see that cycling is not for everyone. That's why it is important to prioritise any expenditure on enabling people to walk to Oxted. That being said, where pavement improvements are undertaken to make them useable and safe for pedestrians, mobility scooters and children's buggies, then cycle safety should be improved where possible. The A25 cycle lanes are unsuitable and dangerous in places. There are many potholes in the roads, particularly dangerous during Autumn where leaves and surface water hide the dangers. Until safer cycle lanes are introduced, it is a total waste of funding to install the proposed cycle parking.

Uneven pavements already make walking difficult. If I've understood correctly you are intending to put more cycle parking on the pavements. The racks already there are currently empty so why do we need more? It will make it more difficult to socially distance on the pavements when passing others if there are more racks!!

Why do you ask "Generally speaking, do you support temporary measures to reduce traffic speeds and/or volumes to help aid social distancing and keep those taking exercise safe?" when the proposals made here do nothing to reduce traffic speeds, they do nothing to reduce traffic volumes, they do nothing to help aid social distancing, and they do nothing to keep safe those taking exercise? Furthermore Surrey Council should be ashamed by these proposals for the following reasons: (1) They are completely inadequate to address the actual issue, which is to enable active transport within Oxted, and Tandridge generally. (2) The proposals are being made under "Active Travel Fund for roads and pavements" where SCC is soliciting central government funds, but these proposals do not meet the eligibility criteria for the funding requested, because they do nothing to enable active travel. (3) There is no detail in the diagram which would indicate the nature of the parking (secure/covered/insecure?), the location of the parking facility (does it take pedestrian space which could cause difficulties for disabled people/people with buggies/etc, or will the parking entail repurposing space currently used for car-parking, which is preferred). The proposals don't even indicate how many cycle parking places will be provisioned in each location. (4) The proposals are embarrassing when compared to what other councils are doing which adhere to the government guidelines for active travel funding. These entail rolling out 20 mph speed limits, closing roads to motor traffic, preventing through-motor traffic on certain roads (modal filtering), creating "pop-up" segregated cycle lanes to enable safe cycling. (5) This is a time for ambition, and a time for trying out ambitious projects. My suggestions would be as follows: (i) Pedestrianise Station Road East (between Amy Road and Gresham Road) and Station Road West (from Hoskins Road to Bluehouse Lane) to enable pedestrians to socially distance and to allow business to extend their premises outdoors during the coming months. This can be done on a trial basis for 2 months, or on weekends.(ii) Introduce one-way systems along Church Lane and Bluehouse Lane, Snatts Hill, Woodhouse Lane, Barrow Green Road, Pollards Oak Road, Hurst Green Road, and other major roads in our area so as to also create a fully-segregated cycle lane along these roads so that people from 8 years to 80 years are able to travel safely by bicycle or mobility scooter along these "arterial" routes within our town. (iii) Remove the dangerous "white paint and bicycle signs" from the gutter of the A25, and repurpose the space on the A25 (take away the central hatched reservation and the current so-called (painted) cycle lanes to create a properly segregated bi-directional cycle lane that goes from Oxted to Westerham and Sevenoaks in the East and from Oxted to Godstone, Bletchingley, Nutfield, and Redhill in the West. (iv) Repurpose the space on the B269, and also create a bi-directional cycle lane that goes North from Limpsfield to Titsey and Woldingham, and South from Limpsfield to Limpsfield Chart and Crockham Hill. (v) Make the whole of Oxted a 20 mph zone, except for the A25 and B269 (if fully-segregated and safe cycle lanes are created on these roads). (vi) Suspend all planned road improvements, widening, etc and limit road expenditure to maintenance (potholes/resurfacing/etc). This will free up funds for the required changes. Not only will these proposals ensure that active travel is enabled during this period of Coronavirus (and we don't know how long this will go on for) but these will be a good experiment as to what will be possible permanently. We face a tremendous challenge to decarbonise our society both to reduce pollution and to ensure that we meet the challenges of climate change. Traffic pollution (particularly from the A25 and M25) is a huge problem in Oxted, which SCC appear to be ignoring.

As someone who regularly cycles in Oxted, to the station, shops, doctors etc, I find these proposals extremely disappointing. We need changes that will increase cycling safety, so that more people will cycle. The cycle parking is adequate as is, and it is wasting money to improve this when there is so much more needing to be done. We need proper cycle lanes linking schools, businesses and homes. We need a 20 speed limit to encourage walking and cycling.

The roads around Oxted are not safe for cyclists. Money needs to be spent on cycle paths connecting towns - e.g. oxted to Sevenoaks, Oxted to Redhill, with cycle paths that are separated from traffic. At that point I will cycle rather than drive. I am sure most people feel cycling is unsafe in this area. Traffic speeds off the A25 and into Oxted's main shopping areas should be reduced to 20mph. Many, many cars speed and race round the town so just a bit of enforcement would help.
